Call For Nominations / Self Declarations for SAPA Leadership Positions 2018-2019

The Society of Army PAs (SAPA) is currently seeking nominations and self-declarations for the Elections of Officers for the 2018 to 2019 year. The names will be submitted and a ballot initiated at the SAPA Conference April 23 to the 27th at the general membership meeting. Nominations will also be taken from the floor at the General membership meeting. Term of Office is 1 July 2018 to 30 June 2019 or until relieved by the incoming Officer.

Nominate or Self-Declare your interest in one of the offices by:

(1) attending the General Membership  Meeting at the SAPA Refresher Course in Fayetteville NC, at the Holiday Inn I-95 Baarons Restaurant at 1330-1630 EST, Thursday, 26 April 2018 or

(2) e-mailing your self-declaration or nomination for the office you would like to run for  to SAPA.MEMBERSHIP@GMAIL.COM before 1200 EST on 26 April 2018

Criteria for being all Officer and Board of Director positions is as follows:

  • President-elect must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter 
  • Secretary must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter 
  • Treasurer must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter 
  • Active Duty Director must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter, and must an Active Duty PA (65D) in the Army
  • National Guard Director must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter, and must be an Army National Guard US Army PA (65D)
  • Reserve Component Director must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter, and must be a US Army Reserve PA (65D)
  • Retired Director must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter, and must be a Retired Army physician assistant, from any of the components

Two new director positions will elected this year. These were submitted and approved amendments to the Constitution and bylaws last year

  • Federal Services Director must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter, and must be an active or retired member of one of the additional federal services, who is not an army member. This includes VA, Air Force, Navy, DOD civilian, PHS, State Department, CIA, or any additional federally employed PAs not listed.
  • Civilian Director must a current SAPA and AAPA member, and list SAPA as their constituent AAPA chapter, and must meet the criteria of they are not a military employed PA or retired military PA, but a PA who has interest in the organization and would like to assist in its operations and future

Appointed Positions: (Volunteers welcome, must be appointed by the SAPA President, indefinite term

  • Membership Director (Appointed, need a volunteer)
  • Social Media Manager / Information Technology Manager (Appointed - Need a volunteer!) Manages SAPA’s web and social media presence. This includes the SAPA website, Facebook page and group, Twitter, and other means of social media.
  • Refresher Course Coordinator  / Registrar (Appointed - Need a volunteer!) Bob Potter has been providing excellent service in this role over the last 25 years, but is looking to retire from this position. He will stay on as the Executive Director, but to do both positions is a very difficult to complete both successfully. It is recommended to be filled someone who is willing to make a multi-year commitment to do this job. Bob plans to do it at least through next year, which will be the 40th Annual Refresher Course. The reason that I recommend the person that does this position to be retired is to avoid the potential for last-minute deployments and other obligations. This is an appointed Board of Directors position.

Duties of President

The President shall preside at all business meetings of the organization and the Board of Directors. He or she shall make to the annual meeting of the organization a full report of the year's activities. The president shall be the chief executive officer the corporation and shall, subject to the control of the board of directors, supervise and control the affairs of the corporation and the activities of the officers. He or she shall perform all duties incident to the office and such other duties as may be required by law, by the articles of incorporation, or by these bylaws, or that may be prescribed from time to time by the board of directors. Unless another person is specifically appointed as chairperson of the board of directors, the president shall preside at all business meetings of the organization and the board of directors. He or she shall make a full report of the year’s activities at the annual meeting of the organization. He or she shall coordinate agendas for future meetings, preside at meetings, and facilitate discussion. Except as otherwise expressly provided by law, by the articles of incorporation, or by these bylaws, the president shall, in the name of the corporation, execute contracts, order issuance of checks, and other instruments of business that may from time to time be authorized by the board of directors.  Other specific duties of the President are covered in the SAPA Policies and Procedures Manual.

Duties of Vice President//President-Elect

The Vice President shall assume the duties of the President in their absence. The Vice President will organize and conduct with the Secretary all annual elections.  In the absence of the president, or in the event of his or her inability or refusal to act, the president-elect shall perform all the duties of the president and, when so acting, shall have all the powers of and be subject to all the restrictions on the president. In addition, the vice president may have other powers and perform such other duties as may be prescribed by law, by the articles of incorporation, by these bylaws, or by the board of directors.  Other specific duties of the Vice President are covered in the SAPA Policies and Procedures Manual.

Duties of Secretary

The secretary shall:

Keep minutes of all meetings of the organization's communications, notify all members of all meetings.

Certify and forward to the principal office of the corporation the original, or a copy, of these bylaws as amended or otherwise altered to date.

Keep at the principal office of the corporation, or at such other place as the board may determine, a book containing the minutes of all meetings of the directors and, if applicable, meetings of committees of directors and of members, recording therein the time and place of the meeting, whether it was regular or special, how it was called, how notice thereof was given, the names of those present or represented at the meeting, and the proceedings thereof.

Ensure that all notices are duly given in accordance with the provisions of these bylaws or as required by law.

Exhibit at any reasonable time, to any director of the corporation, or to his or her agent or attorney, the bylaws, minutes of the proceedings of the directors of the corporation. 

In general, perform all duties incident to the office of secretary and such other duties as may be required by law, by the articles of incorporation, or by these bylaws, or that may be assigned to him or her from time to time by the board of directors.  Other specific duties of the Secretary are covered in the SAPA Policies and Procedures Manual.

Duties of Treasurer

The treasurer shall:

Maintain accurate records of the financial status of the organization, collect yearly dues from the Membership Director, deposit into the organization's account all money received by the organization, and with the President's approval pay all bills approved by the organization, and record those payments.

Have charge and custody of, and be responsible for, all funds and securities of the corporation, and deposit all such funds in the name of the corporation in such banks, trust companies, or other depositories as shall be selected by the board of directors.

Receive, and give receipt for, monies due and payable to the corporation from any source whatsoever.

Disburse, or cause to be disbursed, the funds of the corporation as may be directed by the board of directors, taking proper vouchers for such disbursements.

Keep and maintain adequate and correct accounts of the corporation’s properties and business transactions, including accounts of its assets, liabilities, receipts, disbursements, gains, and losses.

Exhibit at any reasonable time the books of account and financial records to any director of the corporation, or to his or her agent or attorney.

Render to the president and directors, whenever requested, an account of any or all transactions as treasurer and information about the financial condition of the corporation.

Prepare (or cause to be prepared) and certify (or cause to be certified) the financial statements to be included in any required reports.

In general, perform all duties incident to the office of treasurer and such other duties as may be required by law, by the articles of incorporation, or by these bylaws, or that may be assigned to him or her from time to time by the board of directors.  Other specific duties of the Treasurer are covered in the SAPA Policies and Procedures Manual.

Duties of Membership Director

The Membership Director shall notify members when the yearly dues are payable, collect and turn over the dues of the Treasurer, render a receipt of payment to the members, maintain a current accurate membership roster, and communicate with the Academy as necessary to ensure accurate membership accountability as provided in the Academy bylaws. Other specific duties of the Membership Director are covered in the SAPA Policies and Procedures Manual.

Director, Active Duty PAs.

A. Shall ensure that all matters pertaining to Active Army PAs are brought to the attention of the SAPA BOD.

B. Shall keep the SAPA BOD/Membership briefed on Active ARMY PA matters by filing informational reports with the SAPA Newsletter Editor for printing the newsletter.

C. Shall brief the SAPA membership at the annual membership meeting as necessary.

D. Other duties as may be requested by the SAPA. BOD or as may be dictated by special or unique circumstances andappropriate to be performed by a Student representative of an organization.

SAPA Director, National Guard Duties.

A. Ensure that matters pertaining to National Guard Physician Assistants are brought to the attention of the BOD and SAPA membership.

B. Contribute articles to the SAPA newsletter pertaining NG PA affairs.

C. Other duties as may be requested by the SAPA BOD or as may be dictated by special unique circumstances and appropriate to be performed by the Director, National Guard.

Director, Reserve Duties.

A. Ensure that matters pertaining to Reserve Component Physicians Assistants are brought to the attention of the SAPA BOD and membership.

B. Contribute articles to the SAPA newsletter pertaining to Reserve Component PA affairs.

C. Other duties as may be requested by the SAPA BOD or as may be dictated by special or unique circumstances and appropriate to be performed by the Director, Reserves.

Director, Retired Military

            A. Ensure that matters pertaining to Retired Component Physicians Assistants are brought to the attention of the SAPA BOD and membership.

B. Contribute articles to the SAPA newsletter pertaining to Retired Component PA affairs.

C. Other duties as may be requested by the SAPA BOD or as may be dictated by special or unique circumstances and appropriate to be performed by the Director, Retired Military

Director, Federally Employed or Retired PAs

A. Shall ensure that all matters pertaining to Federally Employed or Retired PAs are brought to the attention of the SAPA BOD.

B. Shall keep the SAPA BOD/Membership briefed on Federally Employed or Retired PA matters by filing informational reports with the SAPA Newsletter Editor for printing the newsletter.

Federally Employed or Retired PAs,(D) who are employed or retired from any other branch of the federal government, i.e., State Department, CIA, FBI, DOD civilian, USAF, USN, PHS, VA or any additional federal services, other than the United States Army. They must be a graduate of an approved Physician Assistant (PA) training program, approved by the NCCPA, AND be a current member of the American Academy of Physician Assistants (AAPA) who designates SAPA as their Constituent Chapter. Federally Employed or Retired PAs members shall vote for officers, vote on Society and Academy issues, and make motions from the floor at Society meetings. Individuals in this category may serve on the Board of Directors as the Director for Federally Employed PAs.

Director, Civilian Component PAs

A. Shall ensure that all matters pertaining to Civilian Component PAs are brought to the attention of the SAPA BOD.

B. Shall keep the SAPA BOD/Membership briefed on Civilian Component PA matters by filing informational reports with the SAPA Newsletter Editor for printing the newsletter.

C. Shall brief the SAPA membership at the annual membership meeting as necessary.

D. Other duties as may be requested by the SAPA. BOD or as may be dictated by special or unique circumstances andappropriate to be performed by a Student representative of an organization.

Civilian Component(C), are PAs who do not have any military affiliation to the Army or any of the other federally employed PAs. To be in this category they must be a graduate of an approved Physician Assistant (PA) training program, approved by the NCCPA, AND be a current member of the American Academy of Physician Assistants (AAPA) who designates SAPA as their Constituent Chapter. Civilian Component(C) members shall vote for officers, vote on Society and Academy issues, and make motions from the floor at Society meetings. Individuals in this category may serve on the Board of Directors as the Director for Civilian Component.
